This would fall under fanart, IF vector art actually has that genre.
Done as a sample art for something planned.

Roy Mustang, almost every fangirl's love in FMA. Go figure. His hair turned out less spiky/messy then its supposed to be. I was unable to squeeze in his snap fire effects, so he kinda looks like a Kyo (from KOF fame) reject.
